In low bit rate still image coding, the algorithms have worked well in the ROI region, but the compression quality of the back ground is too bad.In this paper,an improved method called partial subband partial significant bitplanes shift according to the character of the image is proposed. This method is an improved method of PSBShift.Under the premise of maintaining the image quality of the ROI,it has been some improvement in the quality of the background image.
