On the Causes,Effects and Countermeasures of the Shortage of High-quality Manuscripts of Journals

The quality of journal is mostly decided by the quality of published manuscript.Although the factors that affect the quality of the journal are many,the shortage of high-quality manuscripts is the most fundamental and most direct factor.Based on analyzing the causes and impact of the shortage of high-quality manuscripts,the paper proposes countermeasures.
