Prosecutor instructing investigation is an important trend in our crimi nal procedure.Because of its value in limiting power,the system h as caused schola rs' concern.To improve the system,a necessary premise is to make out the inten tion of this sy stem clearly:to control police thro ugh instructing.If not ,i t will be hard to expect the system act as we suppose.
