Highway Network Design Using Bi-level Programming Model Based on Genetic Algorithm

In order to reduce the subjectivity and to improve the network design model in our highway network planning,this paper presents a bi-level programming model based on genetic algorithm to design highway net- work which can calculate the grade and number of lane of links simultaneously.Using the model and algorithm, a simulation test has been made in a simple highway network,which works well.The results indicates the method is good at network design problem.
