Staff organization and procedure control in project development are veryimportant to software quality management.Based on some available developmentmodels and the automatic telegram switch systems for railways,this papertentatively discusses the application strategy suitable for software developmentenvironment in our country.Also,the range of some foreign models have beendescribed which are introduced to our projects.The propose is to provide softwaremanagers with some valid estimations and experenced criterions.
