On the End Users's Responsibility in Protecting the Computer Software Copyright

According to The Computer Software Protection Regulation, all end users should be responsible for their illegal activities, but in the interpretation of this law by The Highest People's Court of China, only when end users put software into commercial usage should they bear responsibility. The article holds the view that some non-commercial users should also be punished.
