Pioneering work has become the professional tendency for those who are bold in risk, unwilling to be outshone and eager to be successful, and influenced or changed the economic and social structure and people's life and work pattern. To adapt to the requirement of pioneering work to technological information, innovative information, competitive information and resources information, the government and administrations concerned should try to perfect information resources management and socialized service system.
