This paper discusses the key techniques for developing LRIS.The application of the COM and component GIS techniques in the LRIS males it possible to reuse GIS components based on binary without visiting metaprogram,title file and object library.It is easy to carry out Web release for LRIS by using the ArcIMS technique which upholding the Client/Server structure system.
