The paper presents web-based Air-conditioning Heater/chiller plant Decision-making System Using Gray Optimization method. The great demand for the basic data about the equipment comes from web server in system so that the data inputted to individual computer can be greatly decreased and the influence of multi-factors are considered to achieve the optimization of schemes. The calculating result shows that the system with a practical project is reliable.
