Network QOS problem identification of layered structure

With the quick development of the network, broadband ISDN will be the vehicle of services,and the quality of the services will be very important. This paper expatiates on the concept of quality of services(QOS), ascertainment of QOS and identification of QOS problem. The stress is laid on the layered alarm oriented identification of QOS problem.
