This paper firstly introduced the definition and characteristics of institutional repository,the development status of academic and scientific research institutional repository,discussed the construction main body,construction content and the resources usability issues of academic institutional repository.Lastly pointed out the existing problems of development and the development strategy under the open access spirit.
