This article used the fuzzy decision making method built the appraisement system which can describe the value of the target.structured the matrix on attribute with expert's evaluating,and eventually acquired the result which can show commendably the value of the target.It offered the academic gist about how to choose the more important targets for attacking and it also enhanced the decision-making's scientificityand validity that enhanced the efficiency of opera- tion command.
