On synthesizing opinions——how can we reach consensus

It is not enough to solve the complex system problems only with the data, information and model. Prof.Qian et al proposed the metasynthesis approach, which synthesizes the opinions from experts and decision makers. But it is often the case, opinions are quite different. So in order to obtain some consensus from these opinions we have to do a lot of works. This paper will discuss the definition of consensus, its basic concepts and the process for obtaining consensus, the methods and tools for reaching consensus.
