Among the mobile value added services, value added SMS is welcomed because it is low-cost, convenient, timely and accurate. Moreover, offline information can be stored and transfered. Brought out some solutions aiming at fail call notice service which is a kind of value added SMS. Made an analysis and system design in details regarding the optimization. The necessity of FCN system was introduced, followed by some standard resolutions currently. Then analyzed why the rate of sending short message successly is so slow and advanced a kind of method for flow control and retransfer to improve the rate。
