The working flow of the C~4ISR system is first analyzed.With,a method combining dynamic analysis and static analysis,this paper constructs a five-level index system for the C~4ISR synthetic effectiveness evaluation is constnuctec considering the influence on the effectiveness of C~4ISR in physical domain and recognition domain,Then according to of the inter-relationship of the levels and its influence on the synthetic effectiveness of the system,the AHP,ANP and Cloud Model are used to make a bottom-up analysis for the The method of synthetic effectiveness evaluation for a complex system is also researched.
