To overcome the problems that traditional safety evaluation method for hydropower construction can't solve the mapping relation between evaluation index and accidents, and index's fixed weight, variable weight, randomness and fuzziness, coupled safety evaluation indexes for hydropower construction are established. Then rough set theory is used to make the fuzziness and randomness of accident causes digital and to determine the minimum index set and its coupled weight. This makes the ruleless given data be of more research value and makes the evaluation method possess a feature of approximate function, which meets the transition from fixed weights to variable weights. It is concluded that Rough set theory can determine the safety evaluation indexes in hydraulic engineering construction and reduce safety evaluation cost effectively, which has a strong application value for safety evaluation of hydropower engineering construction.
