It is well known that the most important thing for handling the paroxysmal event in earlier period is to prevent,in order to avoid the social dispute spawn the malignant event that harms the society.And the action logic of handling the event in initial period is precisely the important reason that forms the serious consequence.Therefore clearing the action logic in initial period and reconstructing the logic presumption in advance are the important research topics to prevent the event develop further.
