The Average Development Rate of Link-Relative and Fixed Base and Their Maximum Likelihood Estimates

This paper sets up the new concept of average development rate(index) of fixed base and analyzes the differences between it and the average development of link-relative.Applying the method of mathematic statistics to study them,the paper takes either of them within a selected report period as a random variable,makes use of the probability density functions of a random and its function,and gets their maximum likelihood estimates.
