Probe into Cost Value of Basic Information Industry

The paper mainly analyses the features of the cost and profit of the services of the basic information, the principles of investment and information, the characteristics of the information of the policy practice as well as the value of the municipal information construction. The paper also puts forward the official forms of the administrative or-gamizations to set up basic information industry, to manage and provide the various information needed by the society through the way of using the public information network, to support the promotion the cpiality of the public policy by making use of the information, to reduce the dissymmetry between the space-time information and the scientific information and to support the development of the the centralization of the big and mediam-sized cities in order to achieve the goal of raising the social economic efficiency.
