With the development of water conservancy,the tradition of planning,decision and design technology has been unable to meet water needs of the development of the cause.The cause of modern irrigation has become increasingly inseparable from the information technology.Information technology for water planning and water policy and water resources development trends have a very important role,thus the resources comprehensive,accurate and rapid greatly are enhanced.
