Grass-roots weapons and equipment safety management culture assessment is not only the power of grass-roots weapons and equipment safety management culture developing, but also it can ensure it develops healthily.Due to many factors,Grass-roots weapons and equipment safety management culture assessment has significant uncertainty. And cloud model is a mathematical conversion tool of uncertainty between qualitative concept and quantitative concept. The assessment indicator system of the grass-roots weapons and equipment safety management culture is built after the cloud model is introduced to the grass-roots weapons and equipment safety management culture assessment. The example simulation has been brought out.The results indicate that assessment results based on the cloud model are feasible, intuitive and scientific. The method has some reference value to the research of grass-roots weapons and equipment safety management culture assessment.
