In this paper,a distant video monitoring system based on Recommendation H.261is presented. The system em-ploys the technique of automatically adjusting the coding rate according to the image data quantity.Using this new variable coding rate technique the video signal is coded and compressed and transferred through a fiber-optic to control center for monitoring and recording.Experiments show that the system works stably and has a good effect.
