Our country's application system for College Entrance Examination is gradually improved in the constant reform,and students' autonomous rights has been strengthened further.However,while the students' rights are excessively emphasized unilaterally,the legal right of another performance subject,the universities and colleges,is ignored.Dishonest filling the applications causes the unnecessarily occupied admission index,which not only decreases the efficiency,but also wastes the resources.As a result,serious study should be carried out and measures should be taken to solve the dilemma.The implementation of credit guarantee fund mechanism of filling in application for China's College Entrance Examination will urge the candidates to think twice before filling the application to some extent,which will promote the availability of admission index,and guarantee the rights of universities and colleges,and reduce the loss of colleges and universities because the candidates have no chance to fill the application.
