Implement of Chinese Digital Charts' Issuing and Management System

In order to solve the problems of data and user management in the China navigation guarantee department,a new model that issues charts with data encapsulation has been put forward to replace the current data-copy model after the researches on the existing techniques of digital charts issuing and management at home and abroad.Based on the encryption technique linked the license of hardware software,the new system of charts' issuing and management with visualization and integration has been designed and implemented.
