With continual progress of modern information tech- nology,collaborative management has been used in more and more domain.The paper introduces basic concept of collaborate and col- laborative management software,takingWater Conservancy Man- agement Information System of Xiamen Cityas an example,analy- ses the application of collaborative management to water conservancy managent domain,proposes a framework of water conservancy E- government construction and the concrete construction content.
