The Speech & Debate Immunity and the Freedom of Arrestment

The system of speech and debate immunity and freedom of arrestment is a legal system in modern democratic countries, which is set up in order to defend the freedom of argumentation and vote in the parliament, avoid the makeup of parliament to be intervened illegally and protect the freedom of the parliamentarian. While setting up the system of responsibility immunity in China, we should research the speech and debate immunity and freedom of arrestment deeply and use for reference the available experiences of the democratic counties.
