Aim at resolving the negative effects due to traffic flow guidance, the principle and fuzzy logic reasoning methods for eliminating the negative effects for traffic flow guidance are proposed in this paper. Influence of traveler's travel behavior on distribution of network traffic flow is considered in the principle design. A fuzzy logic reasoning method is used to forecast traffic diversion volume and a fuzzy control algorithm is also applied to design the intersection signal setting of the route. The simulation analysis results prove the validity of this fuzzy logic reasoning.Authors demonstrate that the generation of negative effects is mainly caused by uncertainty of traveler's route choice behavior in presence of traffic information, and point out that the simultaneity of guidance and control of traffic flow is the key to eliminating the negative effects of traffic flow guidance by the study results.
