Some proposals on the quality of sci-tec periodicals editors

On the basis of author's practice, the quality is the key of existence of scitech periodicals, while the quality of the editors is the support. Some proposals are given in the article on the need of the editor's quality of scitech periodicals in the new century. The paper points out that only by improving the scitech editor's self quality, editorial rules and standards, can create scitech periodicals with high quality.
