On the Research of Distortion Mechanism and Avoidance Path of Government Performance Information——From the Perspective of New Institutional Economics

The distortion of information of achievements fraud,digital watered and performance twist in the government performance management process is a big challenge to the current public performance management.From the perspective of new institutional economics,the unclear information property right causes the decentralization of the principal of performance information and the omission of the owner and the unbalance of agency structure of public delegation which lead to the competition among the relevant people of performance benefits.While the transverse distribution and the longitudinal hierarchy of government makes the coordination,which has restricted the modernization of political governance system and capacity to some extent.In order to drive the orderly and long-acting development of government performance management.We need to ensure the information property of government performance information,strengthen the main body construction of performance information,apply motivation and monitoring methods effectively and innovate the implementation mechanism of performance management.In addition,we need to perfect performance information supervision mechanism and improve the enforceability of performance information fidelity.At last,we should perfect performance network IT and promote construction of performance management system.
