A Role-Network Model for E-Goverment Affairs Domain

In order to Construct the system of E-Gov Affairs better,the E-Gov Affairs system characteristics are analyzed,and then,a role-network model which adapted the dynamic change of government's affairs is proposed,the origin of the model and the difference with other correlative model is introduced,the formalism description for the model is given,the building method of the model is described.
