based on the complex network theory, the core operation activities carried out by the information combat system were extracted. Thus, the effectiveness index system of weapon system of systems(WSoS) was proposed base on the Operation Loop concept. In addition,a capability assessment model of operation equipment system of systems was built, which provides a new method for the optimization of system of systems assessment and the programming of weapon equipment development.
