The comprehensive evaluation index system to medium-sized irrigation district is set up in this article,through the differences all kinds of indexs before and after irrigation district reform,we can gaine the degree change of the irrigation district.,and thus the affection of the assessment results is avoided for the differences of the foundation facilities;as well as,It proposes the best combined problem about multiple ones for lack of money which using the combined subordinate degree method,It has been convinced that this method is better than the combined NPV method of the traditional.
