Because of the speciality of the army and the special utility about military equipment,military equipment procuring is possibly not the only consumer in an oligarchic competitive market.On this condition,through assuming the probability distribution in supplier cost,the paper provides how to choose an optimum way when procurement quantity is certain or uncertain.
