Free-rider behavior analysis in the owner's collective activism

With the development of city grass-roots governance,city owner's activism has become a new form of social movement,which reflects the owners of autonomy well,but there are also many problems and difficulties in the collective actions. This paper analyzes free-riderbehavior in the city owner's collective activism through Olsen's theory of collective action,and proposes a reasonable solution of selective incentives to protect the interests of the owners,and promotes the process of collective action.
