Statistical models are used to build models of sea clutter traditionally and can fit the amplitude distribution of sea clutter accurately. While statistical models can’t reflect the physical property of sea clutter, so the parameters estimated from probability distributions are not valid for detecting small and weak targets within sea clutter. According to the disadvantages mentioned above, Tsallis distribution model was adopted to implement sea clutter modeling. Tsallis distribution can not only fit sea clutter accurately, but also the parameters estimated from it can detect small targets effectively. Finally, it finds that sea clutter has the power law sensitivity property which is intermediate between stochastic models and chaotic models by analyzing nonextensive parameter q.
