Scalable video coding has become one of the hot spots of international video technology. The joint video team(JVT) has also standardized a scalable video coding extension of the H.264 standard(H.264 SVC).Firstly an overview of the H.264 SVC is outlined. On this basis,a H.264 SVC-Based IP network video transmission system is achieved. The system achieves video streaming reliable transmission in IP network, and meets the individual requirements of the different users for spatial resolution, frame rate and video quality.
