The paper introduces multi-target and multi-factor surveillance and precaution system. This system includes six surveillance subsystems and covers disaster, results, supply and demand, environmental protection, efficiency concerning energy security, and it emphasizes that the special petroleum security surveillance is the most important factors for energy security.
