Construction and management pattern of the information explosion process of water resources has a great influence on promoting the modernization of water resources.Overall planning of blocks of active optimization mode has much advantages over block partition of passive and extensive mode in resources utilization.Only by breaking through the barriers and mode revolution to carry out overall planning for management of the information explosion process of water resources,and applying top level design for division of labor and cooperation,joint construction and sharing,thus we can meet the requirements of five transformations of the information explosion of water resources,to effectively promote the full-scale transformation of traditional water resources to modernization and sustainable development.
