Taking the common fire-fighting field in the emergency decision system as the background of the study,try to introduce the computer ontology technology and global data envelopment analysis model to the process of emergency decision. Taking advantage of the clarity of field knowledge description by ontology and the characteristics of formalization,combined with DEA efficient analysis, we obtained the high-quality fire-fighting emergency management collaboration model to assist managers to make reasonable decisions in a short period of time.
