In the new situations of society nowadays,the active criminal law system of our country hasn't adapted to the new complexions and new problems.So we should analyze the problems in regulating the gambling crime and the new complexions arising from the gambling crime,combine the law explanation enacted freshly,and consider afresh on reconstructing the penalty system.
