How Scientific Editor to Improve the Review Quality of Papers of Scientific Periodicals

This paper analyzes the status of reviewing quality of scientific editors.It illustrates that the tasks of scientific editors include academic rules and publishing standard.Furthermore,according to the condition of specific scientific journals,it puts forward ways to improve the quality of reviewing papers in publishing journals,including managing the responsibility system and strengthening the academic independence.
