Design and Implementation of Decode Solution Based on Basic Encode Rule

The decode solution based on basic encode rule is designed and implemented in this paper.Through analyzing the grammer of ASN.1 language and the encode rule of the BER,this paper gives the design of decoding flow.Peer test indicates that the design is correct and efficient.
