According to the theoretics of elective regulation under the conditions of the credit system,the basic principle of web database and the technique of network security are firstly analyze,and then a systematic expatiation in aspects of the design thought and runnable principle of the elective system base on the network environment and,the average distribution probability arithmetic are makes.Finally a managing system of the common elective on network by the use of virtual shopping cart thought,trouble removal and OTP are further realized.The experimental result illustrates that this system is steady,effective and higher daptability,full compliance actual need.
