The service-oriented methodology is creating more and more services registered in the current enterprise environment. These many services make finding a set of services to meet the user's needs very difficult. Here, the services are first divided into service populations, and service centers. Then, the user demands for the service process are put into a two-layer intelligent optimization service selection method as a two-layer goal programming model. The first layer is used to find the satisfied service centers and the second layer is used to find the specific services. The mathematic model is solved using a two-tier generic algorithm.A numerical example shows that the method facilitates finding satisfactory services within the distance and quality-of-service(QoS) constraints.
