In consideration of some limitations of the system dynamics method generally adopted for system simulation of water resources allocation and management, the complex adaptive system theory and multi-Agent modeling method were employed for analysis of the hierarchy and structure of the inter-basin water transfer management. An Agent structure simulation model based on complex adaptive system was designed for water resources allocation and management system of the South-to-North Water Transfer East Route Project, and the forms and features of the Agent structure model were analyzed. The simulation with the Agent structure model on swarm simulation platform shows that the model is effective for coordination of the reactivity and adaptability of the intelligent bodies, and it can meet different requirements of the complex adaptive system for Agent.
