The networking manage system of water resources of the Songhua River area(Jilin Province part)is not only a spatial decision-supporting system based on integration of 3S and network techniques,but also a comprehensive manage information system. Its 3D environmental visualization can be used to show topography and trend of the river,and the function of mutual manipulation of public information enable users to inquire information and all kinds of data in the space. The quick forecast and decision about the water pollution and the reasonable utility of water resources are put forward to the administration of water resources. The paper discusses on the technique planning and procedure of this networking manage information system,in detail.
