The whole benefit of the intelligent transport system depends mainly on the conformity and harmony of each sub-system, and it is an effective way to improve the performance of its by integration. the thesis bulids the basic noumenon、the domanial noumenon and the applied noumenon oriented to the sementic integration of China and introduces the noumenon classfication, studies the expression methods and advances the framework based on the umenon according to national intelligent transport system architecture.
