Non-functional feature based Parlay SCF discovery mechanism

A non-functional feature based SCF (service capability feature) discovery mechanism was proposed to meet the requirements of the client applications and to discover the SCF more precisely. How to measure the features and make decisions based on multiple criteria of these features were included in the mechanism. An enhanced Parlay API to support the mechanism and its related workflow were also included.
