Study and New Algorithm of Multi-reference-frame Motion-prediction Based on H.26L

The paper mainly studies the thought of multi-reference-frame motion-prediction and brings forward a new implementing algorithm.The new algorithm, inherited from the successive eliminate algorithm(SEA), is called successive center outside spire search algorithm, which improves on the search-start-dot locating and search-path. The algorithm is about 10% more quicker than full-searching, while its precision is almost the same as that of FS.
