The E-document transfer system is a important matter of the archive manage job and E-government constrcuting.It's a bridge which link the OA system and the Digital Archival Management System.The basic of building E-document transfer system is requirement analysis,making sure the problem of what to do.With the Usecase,we can capture the system requirements in E-government constrcut-ing,and describe system requirement definitly.
